Compliance training delivered by practising lawyers, not generic stock content

Professional HR manager in Sydney experiencing peace of mind with HR Command’s notification and reminder automation.

A complete library of the compliance courses every Australian employer is expected to deliver

Each course takes around 20 to 35 minutes to complete and is offered in both an employee and a manager version where the audience calls for it. Managers learn how to identify, respond to and document issues in their teams, while employees learn how to recognise the same issues and where to go for help.

✅  Sexual Harassment and the Positive Duty (Employee version + Manager version)
✅  Workplace Bullying (Employee version + Manager version)
✅  Psychosocial Hazards (Employee version + Manager version)
✅  WHS Fundamentals
✅  Privacy and the Australian Privacy Principles
✅  Equal Employment Opportunity

As legislation changes or new case law emerges, our legal team re-records the affected lessons and publishes an updated version. Your team’s training always reflects the current law, with no research, rewriting or chasing on your part. New courses are added to the library as new obligations come into force.

Create your own courses for everything specific to your business

Beyond the legal library, the built-in course builder lets you create your own training for induction, standard operating procedures, product knowledge and role-specific safety. Add video, documents and quizzes, set your pass mark and certificate, and publish, all without code or outside help. Your courses sit alongside the lawyer-led library in the same branded experience, with the same tracking and the same audit trail, so your team sees one consistent training portal rather than two separate tools.

What’s actually in the Cowell Clarke library

Every course is in a learner-friendly format: short video segments, plain English, real Australian scenarios. Most are 20 to 35 minutes end-to-end. Long enough to land. Short enough to actually finish.

When a case lands or legislation moves, Cowell Clarke rewrites the affected lessons. We publish the new version. Your team’s training stays current automatically. New courses get added to the library as new obligations come into force.

You can’t build this internally. You don’t have to.

A complete compliance LMS underneath

HR Command training library showing lawyer-written employee compliance training courses on harassment, bullying, psychosocial hazards and WHS

Prerequisite training. Real learning pathways.

Some training only makes sense in order. Induction before role-specific safety. Manager fundamentals before harassment response. Forklift theory before forklift practical.
Set a prerequisite on any course. The system blocks the next one until the first is properly done. No skipping ahead, no missing the foundation, no certificate without the build-up.
It’s the difference between a learning pathway and a list of boxes.

HR Command compliance training software reports dashboard showing completion rates, overdue learners and certificate tracking for employees

Engagement tracking that means something

Most platforms log session duration. That’s useless. Someone could leave the tab open for four hours and water their plants.
HR Command tracks active engagement time: the tab is visible, the learner is interacting, the content is actually playing. Heartbeats only fire when all three are true. Idle time, multitasking, walk-aways: not counted.
Video watching is tracked by coverage, not position. We log the segments actually viewed. If a learner skips, we know. The audit log says “Video viewed 100% (5:14 of 5:14)” because they really did.
Seek-ahead is locked down by default on compliance courses. You can rewind. You can’t fast-forward.
This is the data that wins the case.

HR Command HR training platform showing a workplace bullying and harassment video lesson with a final learner declaration before certificate issue

A real final declaration

Before any certificate is issued, the learner ticks a declaration in their own words:

“I confirm I have completed all lessons in this training, watched the videos in full, and understood the content.”

Wording is configurable per course. The exact text shown at the moment of tick is snapshotted into the audit log alongside the timestamp and a hashed IP.
That’s the single most important record in the system. If you ever face a Loquias-style case, this is what you hand the FWC.

HR Command learning management system for HR showing a workplace bullying and harassment quiz with pass mark and attempt limits

Quiz failure that actually teaches

When a learner fails the quiz, we don’t just say “try again.”
The platform identifies which lessons the wrong answers map to. It suggests the specific videos to re-watch. It shows attempts remaining. There’s no penalty. The goal is for them to actually understand the content, not slog through punishment loops.
Three attempts and they’re out, manager gets a quiet notification, they have a conversation. The learner gets the support they need.

HR Command HR LMS DIY course builder showing the six-step flow for adding video, PDF, text, download and quiz lessons

DIY course builder

Six steps. No code. No designer needed.

  1. Course details, audience, due-date logic
  2. Add lessons (video, PDF, text, file download)
  3. Build the quiz, set the pass mark
  4. Pick a certificate template
  5. Set reminders, recurrence, prerequisites
  6. Preview as a learner. Publish.

Build a course in an afternoon. Update it as your business changes. Your DIY content sits alongside the Cowell Clarke library in the same learner experience, with the same audit trail and engagement evidence.

HR Command HR compliance training system showing the assign-training dialog with course, audience, due date and recurring automation options

Automation that actually saves time

New starter bundle.

Add someone to the system. They get the right four courses assigned automatically, due seven days from their start date.

Department triggers.

Someone joins Warehouse. They get Forklift Pre-Start, WHS Fundamentals, and manual handling. Automatic.

Annual refresh. Thirty days before a certificate expires, the next round fires. No spreadsheets, no reminders to set reminders.

Groups.

Build dynamic groups from your employee data (department, role, location, manager) and static ones for things like fire wardens. Use them in any auto-rule.

HR Command compliance training software showing automated due dates and recurring reminders when assigning a course to staff

Reminders the way you’d actually write them

Configurable email templates with editable wording. Default cadence: fourteen days out, seven days out, day-of, three days overdue, seven days overdue.
Reminders fire at 9am in the recipient’s timezone. Not yours. The version they read is the one your HR team signed off on, not a generic LMS template.
Managers get a weekly digest on Friday afternoon. Client Admins get a daily summary, opt-in. Both feed off the same data, scoped to what the user is allowed to see.

Public certificate verification

Every certificate carries a unique code: HRC-XXXX-XXXX-XXXX.
A government inspector, a client, a future employer can hit `hrcommand.com.au/verify/{code}` with no login and confirm:

  • The certificate is valid (or revoked, or expired)
  • Who issued it and when
  • Whether it was Cowell Clarke endorsed
  • The engagement summary: how long, what score, what version

You don’t have to dig through records. They check it themselves.

HR Command compliance training reports showing course completion rates, overdue learners and export-ready audit trail data by course

Audit trail you can actually use

Every interaction is logged: lessons opened, videos played, seek attempts blocked, quiz answers submitted, declarations ticked, certificates issued, reminders sent, manual actions taken by admins.
The events table is append-only at the database level. No update, no delete, no way for a disgruntled person (yours or ours) to rewrite history.
When the time comes to export, you get a CSV that matches the verifier page row for row. An inspector’s spot-check will hold.

HR Command LMS learning dashboard showing published courses, active assignments, learners in progress and an evidence snapshot for managers

Manager portal that stays out of the way

Managers see only their direct reports. They see who’s on track, who’s overdue, who’s in trouble. They can send a personal nudge, extend a due date, or request HR step in.
No reports access. No people management. No accidental damage. Just the visibility they need to keep their team on track.

HR Command HR training platform running in a mobile browser, showing compliance courses on a phone with no app required

Built for the phone, no app required

Eighty percent of your team will do their training between shifts, on the train, in the lunchroom. They shouldn’t need to download anything from an app store.
Open it in Safari or Chrome. Sign in once. Train. Tick the declaration. Get the certificate. Same experience that holds up in a hearing, in the palm of their hand.

HR Command HR reports view showing compliance completion rates, overdue learners and certificate evidence by course, with export-ready audit data

Reports designed for HR managers, not data analysts

Six report types out of the box.
Compliance snapshot. One number. Are we OK?
Course report. How’s each course performing? Where do learners drop off?
Employee report. What’s on this person’s plate? What have they completed?
Audit export. The CSV you hand the inspector.
Tracking events. Every interaction, filterable, drillable.
Overdue. Who’s behind, by how much, who’s their manager.
Click any number. Drill down. Get the names.

HR Command HR compliance training LMS showing white-label branding, with a placeholder highlighting where a company logo appears in the portal

Branded like it’s yours

Upload your logo. Pick your primary colour. Choose a certificate template. Your team logs in to your branded experience, not ours.
Emails go from `noreply@hrcommand.com.au` but display your company name. Certificates carry your logo, your colours, the Cowell Clarke endorsement seal if applicable.

Why this matters now

And when it matters most, the records hold up

Recent cases have made one thing clear: a completion record on its own isn’t enough.

That’s why HR Command captures the things the old LMS platforms never bothered with: real engagement time, video coverage, locked-down seek bars on compliance courses, and signed declarations. So when you’re asked to show what you did, you have an answer.

You probably won’t need it. But if you do, it’s there.

Learning Management System FAQ

Frequently Asked Questions

What makes HR Command the best-in-breed Learning Management System for compliance training?

HR Command is built around lawyer-delivered compliance training, not generic off-the-shelf modules. Every course in the Learning Centre is written and presented by employment lawyers from Cowell Clarke, so your team learns the actual obligations under the Fair Work Act, modern awards, and WHS legislation, not a watered-down summary. As a compliance training platform it combines a full Learning Management System, video courses, completion tracking, and a DIY Course Builder in one place, which means you can roll out workplace compliance training, onboard new staff, and prove training records sit behind you if Fair Work ever comes knocking.

How is HR Command's online compliance training different from other LMS platforms in Australia?

Most LMS platforms give you a library and leave you to work out whether the content is right for Australian workplace law. HR Command is Australian-built and legally backed, covering psychosocial hazards, bullying and harassment, WHS, and award compliance for local employers. You get lawyer-delivered course content plus the ability to build your own training with the Course Builder, so managers can assign courses, track completions, and keep compliant training records without stitching together three different tools.

Can HR Command handle both compliance training and custom staff training in one Learning Management System?

Yes. HR Command runs pre-built compliance courses and your own internal training side by side. Use the ready-made, lawyer-delivered compliance courses for the high-risk stuff like psychosocial safety and workplace behaviour, then use the DIY Course Builder to create custom employee training for your own policies, procedures, and inductions. One Learning Management System, compliance training and company training together, with tracking across the lot.

Is this really stand-up-in-court training?

The platform is designed around the evidence types that matter post-Loquias. Whether any specific defence holds in any specific case depends on a thousand variables, including how you use it. This is built for that fight, not despite it. Talk to Cowell Clarke about the specifics for your business.

How long does setup take?

Most clients are running their first course within a week. Self-service after that.

Can we import our existing courses?

SCORM 1.2 and SCORM 2004 import is on the roadmap for the second release. In the meantime, the DIY builder rebuilds most internal courses in an afternoon.

What about our union or EBA training requirements?

The DIY builder handles role-specific training. The Cowell Clarke library handles the legislated stuff. Most union training requirements are covered by one or the other.

Do you do white-label?

Yes. Branding, certificate templates, custom from-name on emails. Custom domains for Enterprise tier.

What if we already use HR Command?

The LMS is a module of HR Command. Existing clients get it as an add-on with no separate signup. Your employee data flows in automatically.

Is our data hosted in Australia?

Yes. Sydney region. No data leaves the country in normal operation.

How are courses kept current?

Cowell Clarke watches the case law and the legislation. When a course needs updating, they revise it, we push a new version, you get notified, new enrolments pick up the new version automatically.

Can a learner game the engagement tracking?

We've blocked the obvious vectors: tab-out, idle, autoplay-with-no-interaction, fast-forward, console manipulation. Anyone determined enough will find a way to fake completing any training in any system. The point isn't to make cheating impossible. The point is that the evidence you collect on the rest of your workforce holds up.

What happens if our subscription ends?

You get a full export of all your data: courses, enrolments, certificates, audit trail. Held for 90 days, then hard-deleted on your written confirmation.
