1. Situation
From 1 December 2025, the new Victorian Occupational Health & Safety Regulations (Psychological Health) will take effect. Employers are now required to identify and manage psychosocial hazards such as bullying, harassment, aggression and exposure to trauma with the same level of care as physical risks.
Mental injury claims have been steadily increasing, highlighting the importance of treating psychological health as a core part of workplace safety and compliance.
2. Mission
Ensure the organisation is fully compliant with the regulations by the commencement date. Build systems and practices that prevent, identify, manage and monitor psychosocial risks.

Management Responsibilities
- Identify psychosocial stressors within teams.

HR and Safety Responsibilities
- Provide resources, templates and guidance to managers and staff.
- Monitor compliance and readiness across business units.
- Report regularly to leadership on psychosocial risk management.
- Engage with audits and ensure effective incident review.
4. Command & Control
- HR and Safety teams to provide weekly progress updates to leadership.
- Business unit heads remain accountable for readiness in their areas.
- Any gaps in compliance must be escalated immediately.
